Recent newsNEAQA’s participation in the ENQA Member’s Forum in CardiffJune 27, 2022The National Entity for Accreditation and Quality Assurance in Higher Education (NEAQA) participated in the Forum of the European Association for Quality Assurance in Higher Education (ENQA) in Cardiff, Wales, United Kingdom) from 22 to 24 June 2022. The Forum was hosted by the Quality Assurance Agency for Higher Education (QAA) at the University of South Wales and there were over a hundred delegates from thirty-one European and Asian countries. NEAQA was represented by Secretary Janko Balšić. The Forum discussed the fundamental values of the European Higher Education Area (EHEA) and their impact on the quality of higher education, as well as the role of quality assurance in enabling transnational cooperation in the context of European Union policy, concerning the European Strategy for Universities and especially the initiative of the common “label” of European diplomas (European Degree Label). There were presented challenges that many European universities and agencies are currently facing, especially in terms of micro-credentials and digitalization of the QA process (Data management and Data sharing). The panelists were also talking about the staff development within the QA agencies, i.e. the policies, practices, and procedures used to develop employees’ knowledge and skills in order to improve the effectiveness and efficiency of both the individual and the agency. Various examples from practice were presented, and delegates had the opportunity to share their own experiences and suggest solutions to common challenges regarding the topic, especially about the staff exchange between agencies, as well as the program “ENQA Leadership”. Forum attendees were able to present the activities of the agencies they come from via posters, thus encouraging discussion on several burning and current issues in the field of QA in higher education.... Agreement on Cooperation signed between the Agency for Development of Higher Education and Quality Assurance in Bosnia and Herzegovina (HEA) and National Entity for Accreditation and Quality Assurance in Higher Education (NEAQA)June 9, 2021On May 18, 2021, in Belgrade, Director of the National Entity for Accreditation and Quality Assurance in Higher Education (NEAQA) Professor Jelena Kočović and President of the Management Board of NEAQA Professor Milorad Milovančević received a working visit from the Agency for Development of Higher Education and Quality Assurance in Bosnia and Herzegovina (HEA), represented by the Director of HEA Professor Enes Hašić. On that occasion, the Agreement on Cooperation has been signed by two agencies. The objective of the Agreement is an exchange of experience regarding implementation of the European standards for quality assurance in higher education. Parties of the Agreement (NEAQA and HEA) agreed to develop cooperation concerning an exchange of experts for accreditation and quality assurance in higher education, putting together projects related to quality assurance in higher education, as well as accreditation of the joint programs which include higher education institutions and study programs both in Republic of Serbia and Bosnia and Herzegovina.... Referencing NQFS with EQFFebruary 4, 2021As part of the process of joining the European Union and as one of the goals in the national strategic documents, at the 52nd meeting of the EQF Advisory Group held on 4th and 5th February 2020 in Brussels, the Report on Referencing National Qualifications Framework of the Republic of Serbia (NQFS) to the European Qualifications Framework (EQF), including an additional report on the self-certification of NQFS in the field of higher education to the Qualifications Framework of the European Higher Education Area (QF-EHEA), was adopted during September 2020. The report was published on the website of the European Commission. The report has been prepared in accordance with the criteria and procedures set by the EQF Advisory Group, and is the result of numerous expert-consultative meetings with the national and EU partners. With the adoption of the Report on Referencing NQFS to the EQF, the qualifications framework of the Republic of Serbia is linked to the European Qualifications Framework, which means that a clear and transparent link is established between the eight qualification levels of the Republic of Serbia and the eight qualification levels of the European Qualifications Framework. By referencing the NQFS to the EQF, employers have been able to better assess the qualifications of workers coming from other countries and institutions unknown to them. Also, employers can better assess whether the learning outcomes meet the needs of the company in which the worker wants to be employed. In this way, labor mobility is enabled and the supply and demand of labor in the labor market is improved. Referencing the NQFS to the EQF ensures trust between the national qualifications systems of different European countries, that is, better information on the possibilities of continuing education and “movements” through the education system in different countries. Since the EQF is based on learning outcomes, it is possible to take into account the experiences that an individual acquires outside the formal education system, which supports lifelong learning. The European Qualifications Framework supports the evaluation of non-formal education and informal learning, which is a prerequisite for lifelong learning. The European Qualifications Framework also supports other EU transparency tools, such as Europass, the European Credit Transfer and Accumulation System (ECTS) and the European Credit system for Vocational Education and Training (ECVET). Cooperation between NEAQA and Knowledge Innovation Center on External Evaluation of Quality Assurance Systems Against ESG in the Western Balkans projectOctober 7, 2020The Regional Council for Cooperation (RCC) and the Knowledge and Innovation Center (KIC) are implementing the project External Evaluation of Quality Assurance Systems Against ESG in the Western Balkans aiming at providing assistance to agencies in the Balkans that are not full members of the European Association for Quality Assurance in Higher Education – ENQA (Serbia, Montenegro, Bosnia and Herzegovina, Albania, Kosovo*….) in the analysis of the situation within the higher education quality system. Within the aforementioned project, a Panel consisting of: Fernando Miguel Galan Palomares, a higher education expert from Spain; Aleksandar Šušnjar, a higher education expert from Rijeka, and Nick Heerens, a higher education expert from Belgium, held meetings on 1-2 October 2020 with the Director, Management Board and the Commission for Accreditation and Quality Assurance in Higher Education of the National Accreditation Body – NAT, as well as representatives of relevant institutions responsible for higher education in Serbia, the National Council for Higher Education, the Conference of Serbian Universities, the Conference of Academies of Vocational Studies, the Students Conference of Serbian Universities, the Students Conference of Academies of Vocational Studies and the Ministry of Education, Science and Technological Development.
